While in developing countries, especially in Africa there were serious concerns for the emancipation of women from the shackles of harmful traditional practices and the widespread poverty amidst plenitude. The state as the custodian of resources and fiscal responsibilities to the citizens and international community of nations and agencies, Nigeria, continued to be found wanting and lagging in delivering good governance, protection and empowering women in the 21st century.
