»The Total Surveillance Account«: The 'total surveillance account' is understood as a 'double proportionality test'. The paper examines whether the constitutional principle of proportionality is suitable as a basis for such an 'account'. For this purpose, methodological problems of balancing interests and guidelines of constitutional court jurisprudence on security law are analyzed. At the end, a proposal for the operationalization of a surveillance account is developed.
