The prohibition of drug use is an essentially modern phenomenon, based on an intolerant and repressive stance, a discourse of terror and punishment that ends up generating violence and suffering among users of illicit substances. We have shown through some theorists how ideologised discourses and practices place people who use illicit drugs as social enemies without considering the contradictions and risks to which they are subjected on a daily basis, as well as going in the opposite direction to the tendency of actualisation and potentialisation of the individual. This study is characterised as a qualitative bibliographical research. The study allowed us to understand that the phenomenon of drugs is complex and is part of the human condition, and that the only way to help broaden its meaning is through the policy of Harm Reduction.
