Inapplicability of Human Rights

The discourse of Human Rights (HR) is validated by the way they are understood, protected and used. However, there are certain cases or circumstances in which the authority can inapply or fail to comply with a section of an international human rights instrument, so this work exposes the various reasons for not complying with a particular human right.
